I am looking for a tool to draw one-line diagrams. I already use Eagle
for schematic capture and layout. Has anyone used Eagle for one-lines?
If so, do you have any thoughts or advice?

What do you mean by "one Line Diagrams" ?
Do you mean block diagrams ?
Or assembly diagrams ?

Here's what I mean by one-line diagram:

I guess you could use Eagle to draw such diagrams, but you would
probably have to set up your own library with the symbols, and then
probably draw the connecting lines with "wire" rather than "net", as you
don't need to set up a netlist for future board routing.
