Thanks, but on the second board it says "paste buffer is empty"

It works all within one board, but when I try to copy to another, it
doesn't work.
I presume you have two eagle programs open and try to copy from one to
the other. This does not work because each eagle has its own paste
buffer and not a common shared one.
So, as Rafetseder wrote already, (only one eagle program running)
group, cut, then go to the new or other existing board and paste.

As Joern already tried to explain, it works (as in various posts here
described):
DISPLAY ALL layers
Use GROUP to select all objects
Click the CUT icon AND click into the drawing to set a reference point
Edit the other board with File/Open
Use PASTE to place the group
