I haerd that there is software that will generate a gerber file from
hand-made artwork or a photoplot.
Does any version of Eagle or any other software have this capability?
Or is this even possible at all?

I am not quite sure what you intend to do, but EAGLE has the
capability to export Gerber data. Everything you draw in EAGLE
can be exported.

You can have the artwork or photolot scanned by a service and then have
Gerber Exported from that.
You will need to artwork without curves as input.
Many Fab houses offer this service.
