It depends. If this is a muti-layer board (> 4 layers), then the
layer stackup is chosen at the start. If you are laying out a 2
layer board and using copper pour for ground fill, then you can
wait until the end. However, expect to do a lot of fine tuning
to maximize the ground fill. Be sure to connect the ground areas
with vias, and don't allow any copper fill areas that are not
connected to anything!
