Can anyone explain me how to cvreate ONE device in library with 2 packages
and 2 different Symbols ? (each package has some other pins - so there I
will create separate symbols).
(If success - I will post the PIC18F4xJ50 library).

What advantage is there in calling it one device, as opposed to two
different devices?

make 2 devices.
Again, I ask why not make two devices - 18F46J50-28 and 18F46J50-40 ?
"I don't want to" is not a reason.

Yes, you can see that it is not reason, but must of good things have not any
reason at the begining.
It is your opinion.
I do not want to follow discuss like that.
If you read carefully my question you can saw words
"Can anyone explain me how to......" and not the "I want to",
if you have something concrete to answer my question, you are welcome, if
not - simply do not answer.

contains the answer. 1 pad to 1 pin is how eagle currently works and
that subject is the topic of many requests to allow 1 pin to many pads.
