remove unneeded pads from the top layer

Hello, on all of my boards, all pads are automatically placed on both top and bottom layers. How could i remove unneeded (not connected to any signals) pads from the top layer?

    There is no way to do that in EAGLE.  The padstack is not editable, other

    than the pad diameter and drill size.
