Layer setup in DRC

I need to set up Eagle to allow me to do a four layer board with this

specification:https://www.pcb-pool.com/download/spezifikation/eng_CMSO004_Layerbuild_4ML.pdf

But I find the layer setup syntax a bit confusing.

Does anyone know the correct form I should use to set up Eagle for the

above spec?
