It's no problem to do exactly this.
However, as soon as a symbol is connected to a package (and its pads),
the device must of course be present in the board, too. If it weren't,

As I said, it's often asked for, seldom provided. For a hierarchy
deficient tool like EAGLE, it's practically a necessity (IMNSHO).

EAGLE lacks support of hierarchical design, but that's not related to
the issue discussed here. Hierarchical design applies to the schematic,
to make it more structured and readable. The board, however, must always
contain the /complete/ circuit, and you must of course be free to place
every part wherever you want.

To the OP: For grouping the parts of a circuit section in the board
before starting exact placement and routing, it is very helpful to know
the parts names (make a printout of the schematic if you don't use dual
screens) and pick the parts by their names. Just activate the MOVE
command and then enter the part names directly by keyboard. After having
placed a part, you can just enter the next part name. This makes first
placement very fast and comfortable.
