I need to make a library part for a resistor network with 4 individual
resistors with different values. How do I do this? When I try it always
makes all parts have the same value.

I've never seen a network resistor with different values per element.
In any case, the value is a per device setting, not per gate. So what
you'll need to do is to make a monolithic part (i.e. not 4 gates of 2 pins
but 1 gate of 8 pins, if it's a 4 element array). You could put the value
per element in text then if you'd like to display that. The value for the
device can then be either the p/n or the various values of the 4 elements
(e.g. 10K, 1K, 10K, 1K).
At least that is what I would do.

you could just hide the "value" generated by EAGLE. and add some other
values to each gate symbol for the resistor value. I suppose the parts
true value will be a part number for your BOM anyway.
