ULPs have access to the attributes, and can write this information to a
file.
To take this a step further, you might want to look at my automated BOM
generation tools. I have defined several attributes to contain specific
information that the tools know about, like manufacturer, part number, etc.
The tools grab this information from Eagle, identifiy common parts,
compute the quantities of these parts, ignore non-BOM parts, and ultimately
produce a tab delimited file ready to import into a spreadsheet. There is
also a Excell template to import the data to, which sets the data types of
the columns, makes the headings bold, etc.
