Via's sometimes one, sometimes two

My board is two sided.  When I add a via I sometimes get two of them.  I

can move either one around independently of the other.  When making

connections (top and bottom) they are both connected to one via, not the

other.

 

What is going on here?

    How do you add those vias? Do you know that EAGLE automatically adds a

    via every time you change the routing layer (during the routing process,

    as well as when changing the layer of a track segment afterwards), so

    you normally don't need to add vias manually (except for special

    situations).

     

    If the problem persists, please post a "recipe" about how to reproduce

    it. Don't forget to mention relevant details like grid settings etc.

    In addition to what User said, check how the layer stack is defined in the

    DRC.  It should be just layer 1 and 16.
