You can do this several ways...
1. Click on the info button, select the hole, and the properties display
dialog enter whatever diameter you want, then click apply.
2. Use the change tool (looks like a little wrench), Change->diameter,
and select the diameter you want from the list (or add a new diameter to
the list) then click on the origin of the hole(s) you want to change.
