Is there a ULP out there that can export de board outline and it parts on it
without the tracks.
It need this to make a new board that uses 80% of the same parts but not the
same schematics.

You can use exp-project-lbr.ulp and just use this library in your new
project. I would just copy your project into a new project (new name)
then display the nets only in the .sch, group the whole net area and
delete it. That gives you the same board outline and the same parts in
.brd and .sch and everything is still consistent
