This forum is about the Eagle software, not as much about the basic
electronics. However, people are likely to help you with your project, but
are certainly not going to do it for you. You need to do your own homework
and take ownership of the project.
To start with, you need to be a lot clearer what the assignment actually
calls for. If it was deliberately left as vague as what you wrote, then
the instructor obviously wants you to think for yourselves, and coming up
with the spec is part of the task.
So what are the required parameters of this device? What have you decided
on within that range? What part specifically are you asking for help with?
