In order to do what Joern already wrote you will need to install a PDF
printer. I am using PDFCreator which works nicely with Eagle. I am doing
the same thing like you, submitting some of my Eagle schematics as PDF.
This program can also store other formats, not needed with Eagle because
it can already export graphics but it is handy with software that
doesn't have that capability.
After installing this, you just print to the new PDF "printer". Instead
of going to a real printer it will ask you what directory and file name
you want for the PDF file.

FYI: I use the Eagle method and PDFcreator mentioned in earlier posts to
produce PDFs, both work nicely. I did fine some differences. While the
quality of the output appears identical, one produced a protrait PDF and the
other a landscape PDF. Also PDFcreator produced a smaller sized PDF file.
YMMV.
It does work as Joern suggests and I sent an email to my other computer and
the PDF looks fine.
