how to connect pads

Im building a top and bottom only layer pcb. Im not making any connections between the top and bottom layer. So do i still need vias for my pads? I only want to trace the through hole pads on the bottom layer. What is the right command to use to trace my pads on the bottom layer only?

A pad or a via is defined a drilling through the board with
copper rings in the signal layers and it is plated-through.
A via is used for changing the signal layer, a pad is part of the
package definition (in case you a using through hole components).
If you want to use the bottom layer only, you don't have to
do something special. Simply draw the traces in bottom layer.
