Of course you can generate gerber files from your design - as with
really every decent PCB CAD software.
In EAGLE, this is done with the CAM processor - see the manual for details.

Assuming you are talking about a design, not a project: there is
(virtually) no limitation. The restricted versions of EAGLE (Light,
Standard) only have size limitations.
