Different dimensions in package edit vs. device edit

Hello,

 

I have been trying to define a through hole pad with a drill size of 1.25mm and diameter of 1.5mm.  After creating this pad in the package editor, I go to the device editor and the package shown in the right screen has the hole with much larger dimensions than what I just specified.  It appears that even though I am choosing not to use "auto" diameter in the package editor, it is by default converting the diameter to the "auto" value in the device editor.

 

Can anyone help me on this?

    Eagle is odd in this regard and you cannot  specify a fixed pad drill size

    and diameter and have the diameter remain that way unless the library

    diameter is larger than the DCR result.

    The design rules always come into play so check the manual. DRC, design

    rules, restring. It is the design rules that are changing the final diameter

    to satisfy the "rest ring" width.

    Your sizes would give a restring width of 4.9mil which is small and likely

    below the minimum  figure set in your DRC so it 'Upsizes" to the minimum.

    4.9mil may also be below a manufactures minimum for restrings.

    Thank you Warren for your answer.  I have tried everything you suggested and the result is always the same.  Under the restring tab, I have decreased the min for all pads and vias to be 1mil.  Percentage is set to 1% with max at 10mil.  Is there another setting or something I could try?  Also, I am using the "freemium" version now until I get my license, could this be a problem?
