Need small pads like vias  won't allow .015" or .4mm drill and .02dia outer diameter

I can't seem to get small enough pads for test points. when I add a tiny pad to a device (looks good in libarary) when in the board the pad looks bigger.

I try "change package" updated libary but it always comes out too big!

    Your Restring settings in DRC are overiding the library part settings.

    Look in DRC at the restring settings.
