how do I layout a TO-39 can in eagle

I am inputing a schematic and I have a part that is not in the library and it's a TO-39 can. Are there generic packages for parts like that? How do I find them for the schematic?

    Packages can be found at the ref-packages.lbr. You don't say what device

    you use but anyway the package has nothing to do with the symbol. Symbol

    is for the schematic and can be anything. The purpose is just to

    symbolize a function. If your device is a Transistor you can take a

    2N2905 as example and rename it.
