New Library Items Unable to Move Values

I have been using Eagle for over 20 years.  I started with the DOS 3.1 version.  I usually build all my parts from scratch.  My .LBR was started back in the beginning.  When I build a part using versions > 6.3, I am no longer able to SMASH a part and move the VALUE around.  In the image below, C21 and R14 are old parts, being created early in my Eagle days.  They both are SMASHed and they both have the ability to move the NAMES and VALUES around.  U7 and U8 are new parts, both created in 6.5 and both SMASHed, but only the NAMES are able to be moved - the VALUES don't have the "+" handle to grab.

 

One thing that I have changed is the ALIGN from the default value to CENTER.  Changing back to the default "LEFT-BOTTOM" acts the same way.  If I change the VALUE to >VALUE and add the value in the schematic, the value never shows (VALUES layer is ON).

 

I though that I knew Eagle quite well.  This is perplexing me.

 

Does anyone have any ideas?

    that.
