Try saving the following ULP in your project directory and running it.

It will produce a script "test.scr" that you can run from your

schematic.  This will provide a good example on the ULP language.  It

can come in very handy for batch oriented tasks such as this and is well

worthwhile learning.

It should also be possible by command line, i.e.

change package 'r0603'  ...

(At least I've done it that way before.)

It should also be possible to apply that command to a group. (Only those

devices that have the desired package variant will be changed.)

select elements in BRD with GROUP, type in

CHANGE PACKAGE R-EU_R0603

The shortness version:

ch pac R-US_R0603

and now click with rigth mouse button at the group.

Only elements defined this package in deviceset can change.
