VIA in pad for BGA

I am trying to route a board with a BGA. The manufacturer recommended

layout method is to use filled vias directly in the BGA pad. I am

attempting to place a via directly coincident with the BGA pad (using

the ROUTE command and mouse) I get the error: "Can't set via to layer

'16' at (x y)"

 

Where x and y are of course the actual dimensions.

 

My DRC settings are 0mil for any vias and smds and pads of the same signal.

 

I'll try to illustrate this with the attached PNG files if allowed, or

    I guess Eagle doesnt allow vias on pad, but you can get around it by routing

    just a tiny wire out from the center of the pad before you change layer.

    After that you can move the via back to the pad. You will get an overlap DRC

    error, but you can choose to approve it.

    I suppose it is a matter of Layer Setup. Could you check the settings

    in the Design Rules? What is the Layer Setup there?
