Min - Minimum settings for those with exceptionally low end computers and laptops. This will turn all levels of graphical detail to the lowest settings.
Low - These are low settings where the majority of graphical options have been set to minimum levels of detail.
Med - These are medium settings where the majority of graphical options have been set to medium levels of detail.
High - These are high settings where the majority of graphical options have been set to their high levels of detail.
Custom - Here you can manually adjust the level of detail from your selected level. More details can be found below.
Below these five buttons are settings for how large (or small) you want the game to be on your monitor.
Fixed - This option means that your game screen will remain the same size, regardless of how large your browser is.
Resizable - This option allows you to resize the game screen by resizing your browser. If you make your browser smaller or larger, the game will expand or contract with it.
Full Screen - This option will take up your entire monitor size in the resolution you pick from the drop down box (set this to match your monitor's resolution for the best results). It means that you won't be able to interact with any of the other applications that your computer may be running, however.
Do you mean all the buttons in the toolbars? If so then with 7.5.0 you can change the scaling for the UI. The intention of the feature was for HiDPI display support. It's not really that good as a solution for that but it should work fine for what I think you are asking.
Select Options -> 'User Interface' and then in the 'Icon Size' box you can adjust the icon sizing.

What kind are you talking about? https://www.sparkfun.com/products/9181 would have Eagle library for most of there stuff. Specify details for help.
