newbie- designing a package.

Hello every one,

Since i am totally new to PCB designing and all these tools, I would like

to know few things about Eagle CAD.

I will be designing a Frequency up-donwn converter as a University course

project. out of many components selected for this project one of them is as

follow.

i have gone through designing outline drawing of the LC4 package, from

following link.

I have confusions about the Land pattern design. on the 2nd page of this

file is the Land pattern on LC4 package.

Can any one explain the parameters like

1. soldermask

2. mask opening (how to make it)

3. mask overlap.

4. mask min width

5. via is 0.01 inches, is this diameter or the drill size.

and most important, do I have to do all these things like putting mask or

opening etc while drawing outline of package or they are handled in layout

editor (xyz.brb)??
