When I change package for example from CPOL-EUE2-5 (CPOL-EU) to
CPOL-EUE2.5-7 (CPOL-EU) I lost schematic/board consistency. I think that
this an error in RCL library - how can I fix this ?

I don't think so. Typically, consistency problems arise when you
(accidentally?) have closed one of the editor windows and then changed
only the other.
- how can I fix this ?
Change the package back in the schematic, then run ERC - it will report
if consistency is OK again (if not, do all necessary changes until it
is). After that, change the package to the desired one (while the board
is still open).

Eagle 5.11 works fine.
Problem is with Eagle 6.0.0 Demo and 6.0.1 Beta Demo.
1. Create simple schematic - 01.jpg,
Resistors are R-EU_0207/10 (R-EU_),
Capacitors are CPOL-EUB45181A (CPOL-EU),
2. Make a board - 02.jpg,
3. Rearrange parts - 03.jpg,
4. Route the board - 04.jpg,
5. Change resistors package - 05.jpg - looks good,
Resistors are now R-EU_0207/15 (R-EU_),
6. Move resistors - 06.jpg - ALL OK!,
7. Change capacitors package - 07.jpg - don't look good,
Capacitors are now CPOL-EUB45181C (CPOL-EU),
8. Move capacitors - 08.jpg - AIRWIRES ARE MISSING !,
9. 1st warning - 09.jpg,
10. 2nd warning - 10.jpg,
11 ERC Errors - 11.jpg.
Because problems are with capacitors and NOR resistors I think that 'RCL'
library is damaged.

Looking at the library in v5 I'd guess that v6 is having an issue with the
pins being named "+" and "-" . I feel I saw a beta comment earlier with
symbols like + and - causing an issue.

As Warren Brayshaw wrote problem exist when pin (or pad) has "+" or "-"
name. I simply use Ultraedit and globally change "" to "V" and "-" to
"V-" in all *.lbr files. Now everything works fine.
