problem with power and ground planes

Having trouble with power/gnd planes connecting surface mount parts with via. The autorouter wants to run a trace to the nearest through hole part instead of popping a via to the plane nearest to the part. Is there a setting to correct this? Thanks.

I should probably mention that my power and ground planes are inner layers that are made up of polygons. Each polygon has it's own supply on it. That is, the entire layer is not devoted to the same supply, but it is split. For example, I have a digital gnd and an analog ground on the same layer, but they are isolated from each other. One had net name DGND and the other AGND.

Nevermind, I found the problem. My grid was too coarse and my # of via's limit was too low.
