Assuming you have a Windows PC, go here:

Pick the library you want, left-click, then ok, and wait a few seconds.
A box will pop up similar to when you want to save a newly created text
document. Navigate the directory structure on your PC until you are in
the directory (newfangled name: folder) where all your regular Eagle
libraries are. Click ok. That's it. Now restart Eagle and the new
library should pop up.
If you use Linux or an Apple computer someone else would have to explain.
