I am trying to do a 14 pin 3x4mm QFN in Eagle, but the the cream layers on my SMD pads overlap. Is there some way change the size of the cream layer associated with each pad?

Cream should not overlap as cream should be the size of the SMD pad or
smaller
Solder stop can overlap with small geometries. Maybe you have them confused
Both are set in the DRC in the MASKS tab.

The size of the cream mask can be set in the Design Rules as Warren
wrote. As an alternativ you can switch off automatic generation of cream
mask with CHANGE CREAM OFF for each SMD in the package editor and draw
the cream frame in layer tCream by yourself. This self-drawn mask is not
influenced by Design Rule settings.
