I can view the PIC16(L)F1938 (28pin) symbol in the library window but it comes up as only the PIC16(L)F1939 (40pin) in the schematic window.

Don't beat yourself up...lol...sometimes you just need another pair of eyes on the job...happens to me all time!
Yes, the screenshot was from the Library in Eagle 6.2.0...invoked with ADD command in schematic editor etc...I was not able to reproduce the scenario you describe, meanings are hard to convey all at once I find...
