4-Layer PCB Stack Up and Internal Planes

Hi all,

 

I'm currently working on my first 4-layer design, and I'm having some trouble getting EAGLE to cooperate with me.  First, my layers:

 

1:  TOP

2:  Ground

15:  VDD (+5 VDC)

16:  Bottom

 

I have the stack setup in my DRC as (1+2*15+16) and my layers named Top, GND, VDD, and Bottom.  First, I'm not sure if the stack setup is right for what I want.  I'm going to have components on both sides of the board, so I want to be able to route vias to VDD and GND directly from both the top and bottom layers (is this possible??).  In any case, I still can't even get polygons on the inner layers to fill when I ratsnest.  For example, I create a polygon in the GND layer, and click ratsnest, and nothing happens.  I thought polygons were supposed to behave the same on the inner layers as they do on the outer layers...am I missing something?

 

For reference, I'm using EAGLE 6.2.0 Standard.

    Maybe the polygon can't be filled because there are no vias or pads

    belonging to the polygons signal available in the inner layer?

    In this case EAGLE does not know where to connect, and the polygon

    can't be filled.
