Forcing it to use vias

Hi

 

I have a 4 layer board where layer 2 is GND and 15 Vcc, how do I force the router to use vias for GND and Vcc instead of using

top and bottom layer to connect devices ?

 

That is, I want the autorouter to use a via at the device pin instead of connecting

different GND/Vcc pins with each other via the the top and bottom layer

 

I tried tochange the layer cost etc. but it seems that it did not affect it

    If I, on the tab "Route" in the Autorouter Setup, sets Layer cost to 40 for Top, Route2, Route15 and Bottom

    and the Via Costs to 0.

     

    It still use the Top layer copper to connect the GND pin of devices.

     

    Should I change the settings on the "Optiimize1 ... "Optimize4" as well (I copied the values from the Route Tab but it does not seems to affect the result) ?

     

    Also, I quite often get the result "Optimized ..... Polygons may have fallen apart", what does this mean ?
