I want to create a copy of the "tName" layer to create two different sets of silk mask.
So the names should still be linked to the components in the original and the copied layer.
Is that possible?

You can't link them, but you can copy them. The GenRefs() function in
panelize.ulp does this. Alternatively try the following steps:
Smash all your top components
Display nothing except layer 125
Group all and delete the group.
Display nothing except the tNames layer.
Group all
Copy to some place out of the way off the board.
Group everything that that's off the board.
CHANGE LAYER 125 (>0 0);
Move the group back onto the board such that it lines up with the
existing tNames layer.
At this point, layer 125 has a copy of tNames. You can place the series
of commands to do this into a .scr file, then run the script each time
you want to refresh the layer.
That's about as close to a "link" as you'll get.
This can also be done in a ULP. I refer to panelize.ulp. It has a
GenRefs() function to copy the tNames to layer 125, and bNames to layer
126. It references the EmitRef function. You could copy these into
your own ulp. Then to refresh your copy, just run the ULP.
