There are several you tube videos and on-line tutorials that you can watch to learn how footprints are made.
You will need a complete datasheet for your part showing the dimensions and locations of all pads.

I was wondering if there are already some libraries that do this job for me which I havent heard about. Making a footprint is prone to error so I wanted to stay away from it as much as possible.
You can check in the downloads area of the Cadsoft web site.
They have a large number of library components available for download.

I doubt this exists, a 30pin TQFP is very unusual anyway, since most TQFP packages are square, although I have seen rectangular ones.
