The UNO doesn't have a pin labelled 14 on its connectors.

The ATMEGA328 CPU on the UNO has a pin 14 which connects to the pin labelled 8 on the UNO.

The UNO can directly drive an LED like this from any general I/O pin:

What possible connection do you think this question has with Eagle?

Go take it to the right community, you'll get more help there.

Now, since we talk about LED's I'd like to share some very nice

    product Ive recently discovered.

    The Chinese manufactorer World-semi ( http://www.world-semi.com ) made this

RGB led with onboard digital controller specially made for LED's in a row.

It has digital data in and data out, and you can hook quite a lot of them in

series and program them from ONE manchester encoded io. They are 24bit RGB

driven, so if you want to make your own "inorganinc" LED screen, go ahead

(but think of the current consumption if you are fantasizing about 1920x1080

    screens)

Do a google for Worldsemi's WS2812B. You will find a lot of them at ebay,

both in singles, arrays and strips.

(PS:Their homepage is extremely slow and often unavailable)
