I don't know what to buy

Hello, I am 13 years old, my grandfather wants to buy me an arduino board for my birthday, I am interested in computer programing and web development, and I was wondering where the best place to start would be. Ps. I have built a computer before, and I have a slight knowledge of Ruby, JavaScript, and HTML5.

The advice I always give to new embedded-system programmers is this: skip the board and get a full "getting started" Arduino kit instead. It's been a while since I shopped for o e but I believe they still include an Arduino Uno, along with a breadboard, some LEDs and jumper wires, resistors, etc. The one I got years ago was from Make magazine, but this one looks pretty similar: A000010 - ARDUINO - DEV KIT, ARDUINO UNO 65PIECES WORKSHOP SET | Newark element14

If you already have a breadboard and some parts, I'd suggest just buying an Arduino Uno. They're very common so I doubt you'll experience any surprises while using it.
