I accidentally closed my board window instead of the control panel and now
I get the error, "Board and schematic are not consistent" as soon as I open
either (which still opens both), and, sure enough, schematic changes aren't
reflected on the board. How can I restore consistency? I'm using my
trusty v4.16r2. Hopefully someone out there uses it, too, and can help.

The situation has not changed over the years 
Use ERC to get the error list and then it's up to you where you change (
.brd or .sch) the items or add the missing ones. Remember both sides
must be EXACTLY the same.
If it is just a very small design the easiest way may be to erase the
board and generate it from scratch. Personally I mostly delete the
differentials on both sides .sch and .brd until consistency has been
restored and then continue.
