The Windows executable is a self extracting zip file.
I do this all the time. I don't normally install Eagle. The only thing
you don't get by unzipping and simply running the files is the ability
to run Eaglecon from a command window
So;
Grab the exe.
Change the extension to .zip
Then treat it as a zip

renaming is not nexxessary. Just right-click the exe and there should
be a contect menu entry for opening the file in the archive tool (at
least there is one for me with 7z and winzip)
