As a beginner to Eagle I'd want a library of the basic components
like "1/4 watt resistor", "capacitor 5 mm pitch", "optocoupler DIL-4" etc. etc.
Independent of manufacturers, their part numbers etc.
Where Can I find it?

For utter newbies like myself finding this thread:
Those are part of the standard library under "rcl" (meaning (R) Resistor, (C) Capacitor, (L) Inductor).
The various sizes are there. It's intended that you type in the value yourself.
