With EAGLE 7.5 you can import gerber files into the board viewer. It'll try and work out which layer to import things into based on the file extension of the gerber file but you might have to specify it yourself during import depending on the naming used on your files. I think you'll need to import each layer separately. You should then be able to make edits to that and re-run the CAM processor to re-export the gerber files but I have never had a need to try this out so don't know how well it might work.
Beware, what it imports is just shapes. Depending on how complex your design is it may not be feasible to modify (easily) what's there and you need to make sure the changes are made accurately on each layer individually as it won't intelligently put via's in etc for you to go and edit and it won't automatically adjust clearances if you change something, it's literally just a board layout representing the gerber data as is. It may give you what you need for minor edits though.
