Typically if i cant find the component i want, i would just create the part. I hate spending time searching, it was just as quick for me to make. Here is a tutorial on how to accomplish this. https://www.sparkfun.com/tutorials/110 . There is many more that show how to do this if your are getting stuck.

Yes you are right : should be quicker to create part and footprint.

I suppose a rhetorical question but why does the library exist if it is so useless that everyone just makes there own part?
Having said that has anyone made a a4988 stepper motor driver part?
I understand it is a rhetorical question but for the benefit of others who come aross this thread (this comes up hundreds of times); it is because everyone's needs are different. The parts libraries are merely examples, copy similar ones if you find them and edit them or (probably far quicker) create your own. It takes a few hours of practice after reading the EAGLE user manual PDF or watching a couple of videos.
Some people want a completely different physical representation to what others want in the schematic symbols. I sometimes separate the coil from the contacts, into two separate symbols so I can place them far apart. Some people don't.
Furthermore, even the pads might not suit everyone. Depending on how the part will be soldered and reliability level desired and physical board size, the decision will be different as these parameters change.
