Add a GND bus and a VCC bus to a proto board

Hi, I am adding features to my prototyping PCB.
I have made my board as part of a custom library and I want to add a GND bus and a VCC bus (like in the photo below).  What is the best way for doing this?

Edit:
I have found this project Arduino Playground - Protoshield, in which he just use the routing for connecting the holes in the GND bus. But I still have a couple of questions:
1) It is possibile to do this type of connection directly in the library editor or I need to do this after create a new project?

2) Is there any difference between a route on the bottom layer or in the top layer for a 2 layers PCB?

    Hi,

    please read the manual.

    There you will find the "name" command.

    With that command you can naming all pins that must have the same electrical condition.

    So you can make komplex parts with some pins that are electrical connected.

    e.g. - IC with more then one power pins.

    e.g. - connector with more then one mounting holes -> shield pinning.

     

    NAME: - pins with the same name: GND@1, GND@2, .....

    the pin name is GND an after ET the numbers are numbering how many pins have the same name.

    They will then electrical connected.

     

    Only the characters in front of the "@" are visible in the schematic, and the pins are

    treated as if they were all called GND. In the board the referring pads are connected with airwires automatically.

    (manual chapt. 8)

     

    The routing between the layers for through holes is no problem.

    If you routes SMD then you can have differences.

    I have done what you suggest me and all seems work fine!

    Thank you very much for your help, the Eagle user manual is quite extensive I should start to read that well.
