Hi Justin
What you are asking for cannot be done but the following may work for you.
You are going to make a readme folder which can be given a description.
To give the folder a description you place a file in that folder and
give it the name 'description'
i.e. Place in this readme folder a file called Description. Eagle will
use the first line in the file this file's contents as the description
of the readme folder as seen in the Control panel. Make that first line
what you want. e.g. "Design Notes & Opens"
The rest of the text in the Description file can be the rest of what you
have in your readme file currently. If you stop here you don't actually
have a readme file but you can read all of the readme information in the
control panel on the right
Have a look at the Arduino example that comes with Eagle.
If you need a readme to pass onto others place it in the Readme folder
but alas there will be no description beside it but the folder its in
will bear the description for your use.
Use HELP with the keyword 'description' and select Control Panel >
Descriptions. It tell you which files in the control panel tree can
contain descriptions
