Legnd file generation how?

By Legends I assume you mean the silk screen. You need to create a gerber layer which has Dimension, tPlace, and tNames for the top layer silk screen and Dimension, bPlace, and bNames for the bottom layer silk screen.

You haven't said how many layers your board is, depending on that and your requirements you may need to make your own CAM job. I think some PCB manufacturers might provide CAM files for EAGLE to match their requirements but I don't know of very many that do. Your best bet is to start with one of the standard gerb274x CAM files that ships with EAGLE and create a new one based on that specific to your requirements. Don't forget you'll also need to run the Excellon CAM job to generate your drill data or incorporate a drills process into your custom CAM file.

Dear Rachel,

         Thank you very much for the reply and clarification.I am generating gerber files through sfe-gerb274.cam(referred from Sparkfun).Through this when I generate gerber files , it generates silk screen file along with other gerber files.PCB fabricator is not able to find legend information in the silk screen file. Could you kindly let me know what could be the issue. I will also try to generate gerber file through gerb274x.cam file as you suggested. thanks once again. R.Gunaseelan
