Can't open 'C:\Users\Foong\AppData\Roaming\Eagle\settings\9.1.1\eaglerc.~~~'

Hello, I'm a new user of Eagle.

I seem to get this error every time i start and close Eagle, everything seems to work fine after that.

Not quite sure what kind of issues will it cause in the future. Anyone have similar experiences?
I'm on Eagle Education Version 9.1.1 64 bitWindow 10 64 bit

I've no idea what that file is, but does that folder / file exist?

Have you tried running Eagle as administrator to see if that makes a difference? I don't think you have to, but that can often point to permission issues.
