I'm not sure if there is a better way to panellize, but you can select the whole group to be pasted (Copy Group) and paste it anywhere.

Thats how I am used to doing it. Make a new project select the panel as the pcb outline and put the mini-pcbs in there

Why do you need to panelize the paste files, if stencil is required for your boards, you can send indiivudl paste file and panelized outline to the fab.

They can panelize for you ,and fabricate required stencil that matches your design ( That's how we work on ALLPCB.COM).

If the boards need to  be panelized, we can just use individual paste file and panelized outline, then the stencil can be created correctly .

Normally the PCB manufacturer will help for that ,I once got help from ALLPCB, and that's quite convenient for my assembly work !
