limitation in scrolling the layout

I'm using now the 4.16 version , and I have aproblem of scrolling the layout

or the schematic , if I'm working small zoom

If I enlarge the zoom I can scrooll , but it is limitted

 

I did not have this problen in VER 3.55

 

Please Help

    Panning has been changed from V3 to V4.

    Hold down the shift key during panning to extend beyond the current range.

    In the control panel: 'Options' > 'user Interface' > 'Misc' > limit zoom

    factor. If you turn this off you will be able to use larger zoom

    factors. Read the warning that pop's up! (at least in V4.09)
