I am using Eagle 4.16 unregistered.When I add a new part to the schematic.It

does not appear on the borad.How do I correct this.

The new part should appear outside of the board outline. Zoom out until
you see the part, and then MOVE it onto the board.

AFAIK, this is covered in the EAGLE tutorial that is available on the
internet.
