Why is there such limitation? How can I overcome it?

Just enter larger values by hand.
Up to 200 mm (7.7840") are valid, but it may be wrong in the help file
for 6.4.0.
You might want to update to EAGLE 6.6.0 (for which your license should
be valid, too). There were quite a few bug fixes.
