I have tested your file with the Foxit reader (which is the one you mentioned
in your PM) from
http://downloads.foxitsoftware.com/foxitreader/FoxitReader23_setup.exe
It loads your file just fine, and turning the mouse wheel scrolls
up and down. No crash so far.
You wrote "certain Readers" (plural) - can you name others that crash?

1. I assume something is different in these Eagle PDFs, when I found the
problem I was able to open all other files I tried.
2. The crash occurred with an earlier version of Foxit Reader. In a try to
fix things I upgraded to the newest version which did not help at that time.
I tried again today (because Foxit asked for this PDF), but to my surprise
everything went fine. I assume because the PC rebooted in the meantime.
3. Foxit received the file in question. I have asked them to notify me if
they find anything unusual in the file. If so, I will come back to you.

I remember I had problems with Acrobat which I got rid of in the meantime.
The entire installation was ~200MB before I removed it. This thing became
way too slow for my taste, and made some trouble when opening PDFs (went
stuck quite frequently so I had to kill the task) -- but I'm very sorry,
since I wiped Adobe off the system I cannot tell which Eagle generated files
were affected.
